中国沿海依地理位置不同分为渤海、黄海、东海、南海四个海区。中国沿海海域通航环境复杂，其中老铁山水道、成山角水域、长江口水域及珠江口水域为中国沿海主要的通航密集区。同时中国沿海易受浓雾、台风、寒潮大风影响，事故险情易发高发，尤其是渔汛期，极易发生商渔船间碰撞事故。为保障船舶航行、作业安全，中国海事局提醒航经中国沿海的船舶注意航行安全。

Welcome to China!

China’s coast can be geographically divided into four areas, namely Bohai Sea, Yellow Sea, East China Sea and South China Sea areas. Navigation environment in China’s coast is complex with Lao Tieshan Waterway, Cheng Shanjiao waters, Yangtze River estuary waters and Pearl River estuary waters being the busiest navigation areas. Poor weather conditions (thick fog, typhoons, monsoon wind etc.) also pose a threat to safe navigation. Many navigational traffic accidents occur throughout the year especially in fishing seasons. In view of what mentioned above, safety navigational recommendations are kindly made by China Maritime Safety Administration as follows:

一、渔区航行安全管理

1.Safe navigation in fishing areas

中国沿海渔区分布广泛，公共航路与渔区多有交叉。中国沿海渔船出海作业，多编队航行、集结作业，作业时有两船对拖、夜间淌航和锚泊捕捞作业以及横穿大型商船船艏的习惯。

China has wide spread coastal fishing areas intersecting with many shipping lanes, where fishing vessels navigate mostly in formation or operating in concentration. During operation, some fishing boats will operate in pairs using trawling method, navigate with engines stopped at night, cast fishing nets using buoy or at anchor and cross the bow of the large commercial vessels.

中国沿海渔船在休渔期实行伏季休渔制度,在伏季休渔制结束后的渔汛期或恶劣天气影响开始、结束时，渔船经常大量出港或回港形成密集交通流。

各海区休渔期具体时 间如下：

1.北纬35度以北的渤海和黄海海域休渔期为5月1日至9月1日；

2.北纬35度至北纬26度30分之间的黄海和东海海域的休渔期为5月1日至9月16日；

3.北纬26度30分至“闽粤海域交界线”之间的东海海域休渔期为5月1日至8月16日；

4.“闽粤海域交界线”至北纬12度之间的南海海域（含北部湾）休渔期为5月1日至8月16日。

Due to China’s summer fishing moratorium, the fishing boats usually form a dense traffic flow in the coastal area at the beginning and end of the fishing season or bad weather. 

The specific time arrangements for summer fishing moratorium in various sea areas are as follows:

1. The summer fishing moratorium in the Bohai Sea and the Yellow Sea areas to the north of 35°N starts from May 1 to September 1;

2. The summer fishing moratorium in the Yellow Sea and the East China Sea areas between 35°N and 26°30' N starts from May 1 to September 16;

3. The summer fishing moratorium in the East China Sea area between 26°30' N and the boundary line of the Fujian and Guangdong sea areas starts from May 1 to August 16; 

4. The summer fishing moratorium in the South China Sea (including the Beibu Gulf) between the boundary line of the Fujian and Guangdong sea areas and 12°N starts from May 1 to August 16.

船舶在中国沿海航行时应充分了解当地渔场渔汛期及渔船作业特点，合理制定航线，尽可能绕开渔船密集区。船舶进入渔区航行，应保持高度戒备和谨慎驾驶，配备足够的值班人员，必要时船长应上驾驶台亲自指挥；船舶使用AIS信息时，应核对信息的准确性；船舶应保持安全航速和主机随时可操纵，积极合理避让，利用声光警告，防止危险局面产生，对周边水域保持连续系统观测。一旦发生商渔船碰撞事故，船舶应即刻进行遇险人员的救助，并立即直接或通过代理向中国海事局报告。

Vessels navigating in China coastal areas should have a full knowledge on the local fishing grounds, fishing seasons and the features of fishing boats operations, and make optimum route accordingly to keep clear of concentrated fishing boats areas. When navigating in the fishing areas, the vessel should increase the navigation watch team with additional lookouts and have the captain to give commands on the bridge if necessary, check the accuracy of AIS information, maintain the safe speed and have all engines readily available. In close quarter situation, vessels should use ship horn, signaling light, and any means of communication or navigational aid to prevent the risk from further escalation. In case of collision accidents, vessel involved should take immediate search and rescue operation, meanwhile, report to China Maritime Safety Administration directly or through the vessel agent instantly.

二、雾航安全管理

2. Navigation in Fog Condition

 中国沿海是太平洋多雾区之一，浓雾天气频繁，不同海区雾季时间不同。

黄海4-8月为雾季，6-7月雾最盛。东海3-7月为雾季，其中浙江沿海至长江口4-6月雾最盛。南海12月-4月为雾季，2-3月雾最盛。

China coastal area with frequent dense fog is one of most frequent fog-hit areas in Pacific region, while different part of it has different fog season.

In the Yellow Sea area, fog mainly occurs in April-August, and become denser and more frequent during June-July. In the East China Sea area, fog mainly occurs in March-July, while in area along Zhejiang Province and Yangtze River estuary fog become the most frequent during April-June. In the South China Sea area, fog mainly occurs in December-April, and become denser and more frequent during February-March.

船舶航行期间遭遇能见度不良或航经能见度不良水域附近时，应立即备车航行，加强值班了望，船长应到驾驶台指挥，建议使用自动舵的船舶应将自动舵切换为手操舵，使用适合当时能见度环境和情况的安全航速行驶，正确鸣放声号，及时开启航行灯，正确使用雷达、VHF、AIS等助导航设施，及早避让他船，必要时选择合适水域临时抛锚。

When navigating in poor visibility, the vessel should get the standby engine ready and increase lookouts on each watch, while the captain should take command of the bridge and turn the autopilot to manual steering. The vessel should sail at a safe speed in accordance with the visibility and environment, release the right sound signal and turn on all the required navigation lights. Radar, VHF, AIS and other navigation equipment should be used correctly, and measures should be taken to avoid collision at earliest opportunity. The vessel should choose the most suitable anchorage ground and take anchor if necessary.
