英文原文
The Panama Maritime Authority recently signed an MOU with the Ministry of Energy and Infrastructure of the UAE, in which the vessels associated with the Panamanian Registry will get access to all new incentives.
The purpose of this Memorandum is to set up a collaboration framework between the two parties for the development of the “Blue Pass” project, which aims to create a platform that brings together the key players in the UAE maritime industry, as well as partners and interested parties, to offer a series of premium advantages and facilities to the major shipping companies and shipowners visiting the UAE’s ports and waters from all over the globe.
With such an initiative, the Panamanian Registry vessels will receive benefits and facilities as a top priority in port entry and exit; crew changes, and discounts in auxiliary services with shipyards, companies, and other businesses registered in the Blue Pass database.
Similarly, the vessels will have access to the shared database, which they can use to contact suppliers and obtain discounts for mutual benefits.
The deal was signed by Hessa Al Malek, the Consultant with Maritime Transportation Affairs associated with the Ministry of Energy and Infrastructure, in collaboration with Capt. Rami Omar Al Breiki, the GD of NeoNautica for Ship and Boats Trading LLC.
The signature by the Panama Maritime Authority was reportedly delegated to Rebeca Pérez Cervantes, the Ambassador of Panama based in the UAE.
This MoU is enforceable since the signature will be valid for two years.
It may be renewed with the consent of the two parties and the signature of a fresh MOU.
