引航员登离船装置的安全性至关重要!
The safety of pilot embarkation and disembarkation device is vital!
近期,澳大利亚海事安全局(AMSA)发布海事通知提醒称,船东、经营人、船长、船员、被认可组织(RO)、引航员和引航机构等均有义务提供安全的引航员登离船装置(Pilot transfer arrangement)。
Recently, the Australian Maritime Safety Authority (AMSA) issued a maritime notice reminding that ship owners, operators, captains, crew, recongnized organizations (ROs), pilots and pilot agencies are obliged to provide safe pilot transfer arrangement.
AMSA注意到,自2017年11月以来有6起事故,因安全绳断裂,或因引航梯未有效固定,使得引航员处于危险之中。此外,AMSA还经常收到有关引航员登离船装置不安全的报告和投诉。
AMSA noted that since November 2017, there have been six incidents in which pilots have been put at risk because of broken safety ropes or because the pilot ladder has not been effectively fixed. In addition, AMSA receives frequent reports and complaints about unsafe pilot boarding and disembarkation devices.
引航员登离船装置的标准
Standard for pilot embarkation and disembarkation device
引航员或其他人员通过引水梯登离船时,等于是将他们的安全托付给了由船舶和引航艇船员所提供的引航员登离船装置。
When a pilot or other person embarks or disembarks from a ship by means of a pilot ladder, their safety is entrusted to the pilot embarkation and disembarkation device provided by the ship and the pilot boat crew.
SOLAS V/23的要求是2012年7月1日或之后安装的供引航员登离船使用的设备和装置的最低标准。
The requirements of SOLASV/23 are minimum standards for equipment and devices for pilot embarkation and disembarkation installed on or after 1 July 2012.

SOLAS V/23.2.3还规定,引水梯应由制造商认证其符合SOLAS V/23或“本组织可接受的国际标准”,参见ISO 799:2019《船舶和海上技术--引水梯》。
SOLASV/23.2.3 also provides that pilot ladder shall be certified by the manufacturer as complying with SOLASV/23 or an international standard acceptable to the Organization, see ISO 799:2019, Ships and marine technology-pilot ladder.
当制造商认证引水梯符合上述任一标准时,即符合SOLAS V/23的具体要求。需要注意的是,这两项标准并不相同。
The specific requirements of SOLASV/23 are met when the manufacturer certifies that the ladder complies with any of the above standards. It should be noted that these two criteria are not the same.
国际安全管理规则(ISM)A部分第10.1条要求船舶经营人应当建立相关程序,以便保证船舶按照有关规定和规则进行维护,包括引航登离船装置。这类程序应包括定期检查引航员登离船装置,以及该装置不使用时的存放。
Article 10.1 of Part A of the International Safety Management Code (ISM) requires ship operators to establish relevant procedures to ensure that ships are maintained in accordance with relevant regulations and rules, including pilot boarding and disembarkation devices. Such procedures should include periodic inspection of the pilot embarkation and disembarkation device and its storage when not in use.
引航员登离船装置(pilot embarkation and disembarkation device)
IMO MSC.1/Circ.1428通函根据SOLAS V/23的要求给出了引航员登离船装置的张贴图。
Posting diagrams for pilot embarkation and disembarkation devices are given in circular IMOMSC.1/Circ.1428 in accordance with SOLASV/23.
在确定是否需要安装组合梯时,应严格注意船舶的干舷。如果需要安装组合梯,应注意将此类梯子固定在船舶舷侧的布置情况。
The freeboard of the vessel shall be strictly observed when determining the need for the installation of a combination ladder. If it is necessary to install a combination ladder, attention should be paid to the arrangement of fixing such ladder to the ship's side.
在使用梯子之前,应与引航船船长进行清晰、有效的沟通,这对于确保引航员登离船装置的安全至关重要。引航船船长最能判断梯子底部的正确高度,并在梯子或绳索就位后发现其任何潜在的风险。
Clear and effective communication with the pilot boat captain prior to using the ladder is essential to ensure the safety of the pilot embarkation and disembarkation device. The pilot boat captain is in the best position to judge the correct height of the bottom of the ladder and to identify any potential risks after the ladder or rope is in place.
责任 (responsibility)
人员登离船的安全责任涉及船东、经营人、船长和船员、引航机构、引航员和引航船船员以及其他被转移的人员。因此,各相关方都应遵守规则的精神和意图,以确保引航员登离船装置的安全。
The safety responsibility of personnel boarding and leaving the ship involves the ship owner, operator, captain and crew, pilotage organization, pilot and pilot ship crew and other transferred personnel. Therefore, all parties concerned should abide by the spirit and intention of the rules to ensure the safety of the pilot boarding and disembarking device.
引航员如果怀疑所提供的引航员登离船装置不安全,应该拒绝使用该装置,直到船长和船员调整至安全为止。

标准的实施(Implementation of standards)

When conducting a port state control inspection, the inspector will pay particular attention to the material condition of all equipment and the implementation of A.1045 (27), ISO 799:2019, MSC.1/Circ.1428 and MSC.1/Circ.1495/Rev.1.

During a recent port state control inspection, AMSA inspectors noted spliced portions of the pilot ladder side ropes. AMSA considers that such a diversion ladder is not in compliance with the regulations. It is suggested that the ship operator and the captain should check whether the side ropes of the pilot ladder are spliced in time.
今年7月,上海港发生2起引航员在登轮过程中引水梯断裂的险情,严重威胁到引航作业安全。引水梯断裂主要因为日常缺乏维护保养且在使用前未做到仔细检查及测试工作。引水梯状况不良可能导致登轮作业人员发生人身伤亡事故,因此船舶应高度重视引水梯的维护保养和检查工作,防止严重安全事故的发生。
In July 2022, two dangerous situations occurred in Shanghai Port when pilots broke the pilot ladder during boarding, which seriously threatened the safety of pilotage operation. The main reason for the breakage of the pilot ladder is the lack of daily maintenance and careful inspection and testing before use. Poor condition of the pilot ladder may lead to personal injury and death of the pilots on board the ship, so the ship should attach great importance to the maintenance and inspection of the pilot ladder to Prevent the occurrence of serious safety accidents
当然,需要注意的是即使符合相关标准也并不能完全保证每一次引航员登离船装置使用的安全。因此,监督引航员登离船装置布置的船长或负责人还应评估是否需要采取补充措施,比如救生衣、安全带、救生绳和救生圈,从而加强使用引航员登离船装置的人员安全。
Of course, it should be noted that even if it meets the relevant standards, it can not fully guarantee the safety of each pilot boarding and disembarkation device.
