OIL TRANSFER PROCEDURES

一． 装油之前
1. BEFORE LOADING BUNKER
l 在加油前48小时之内对所有加油人员进行培训.
l Conduct training session with all bunker personal within 48 HRS. before scheduled bunker time
1). 收紧油舱透气孔处油池放油孔的塞子。
1). Plug the fixed containers around air vent of F.O. tanks.
2). 用盲板封住下水孔。
2). Close the scupper with blank flanges.
3). 在油管接头处准备下列物品：锯末，油桶，疏散材料和喷雾器，水龙带和龙头，便携式灭火器。
3). Place the flowing near the shore connection: Saw dust, Oil catcher, Dispersant material and spray nozzle,
4). 在加油站张贴以下内容：
4). Post the following on the banker station:
A). 装油管路图；
A). Line diagram of the fuel transfer piping.
B) 装油管压力试验证书；
B). Certificate for presser test to filling lines.
C) 移油程序；
C). Oil transfer procedures.
D). 装油计划；
D). Bunker loading plan.
E). 指派装油操作的值班人员；
E). Duty assignments for bunker loading operation.
F). 禁止排油.
F). Discharge of Oil Prohibited.
5). 准备好通讯器材，对讲器用于联系。
5). Set the transceiver ready to use. Walkie talkie is the means for communication.
6). 油舱的控制伐要开启正常。
6). Carry out the operation test for control valves whether they work in good order.
7). 挂红旗。
7). Hoist the red flag.
8). 接油船的油管于船的加油接头。
8). Connect the bunker barge hose to the vessel’s shore connection.
9). 确认下列事项和加油人员：
9). Confirm the following with the person in charge of bunker barge:
A). 加油的数量和种类；
A). Quantity and specification of bunker.
B). 加油的速度；
B). Flow rate of loading bunker.
C). 手势的方式：开始，慢点，快点，停和紧急停止；
C). Means of communication for : START, SLOW, FULL, STOP and EMERGENCY SHUTDOWN.
10). 双方签署检查声明。
10). Fill out and sign the “Declaration of inspection” by both party.
11). 准备好油舱和控制好开始的速度。
11). Set the control valves ready to commence loading.
二、 在装油中
2. ON LOADING BUNKER
1). 先装轻油后装重油；
1). Commence loading marine diesel oil first, then bunker fuel.
2). 加油开始后定期检查加油的管路；
2) Inspect periodically if bunker discharging happens through flanges or material of filling line.
3). 按照装油协定在装油期间有八个人值班；
3). Eight persons on duty to be carrying out bunker loading operation according to “Duty assignments for bunker loading operation.
4). 至少有一个人一直在加油站处值班；
4). At least one person to be stay all the time in Bunker station during loading bunker.
5). 顺序进行下列程序：
5). Proceed the following sequence for topping off F.O. tanks.
A) 在装重油时，开始时要把所有有关的伐门全开，然后将每个油舱的油量调至相同，加到数量后关闭该舱的伐。
A). In case of loading bunker fuel, open all control valves fully at the beginning of loading, then regulate control valves to keep the same flow rate to each tank.
Shut off the control valve when tank level comes up to that of “Banker loading plan”
B) 在加轻油时和加重油相同。
B). In case of loading marine diesel oil, proceed same as bunker fuel.
三、 装油后
3. AFTER LOADING BUNKER
1). 关闭接岸的伐并所有的伐全部关闭；
1). Close the shore connection gate valve and confirm all control valves have been already closed.
2). 检查油船的油舱；
2) Inspect whether bunker barge has been empty.
3). 按舱容表计算装油的数量并签字；
3). Calculate the quantity of loaded bunker based on the measurement by Vessel’s sounding scale, whether it meets to the quantity described in bunker receipt.
4). 拆油管时不要将油流入海；
4). Disconnect the barge hose from vessel’s shore connection with great care of not draining bunker overboard.
5). 清洁油槽的周围，清洁用的油布和锯末要用焚烧炉烧掉；
5). Take and wipe off the discharged or drained bunker in the container with saw dust and oil catcher, which should be burnt away in the vessel’s incinerator later.
6). 放下红旗。
6) Lower the red flag.
四、 发生漏油或跑油等紧急的情况时
4. PROCEDURES IN EMERGENCY CASE SUCH AS DISCHARGING BUNKER INTO THE WATER OR UPON THE ADJOINING FILLING LINE.
1). 立即通知油船停泵；
1). Communicate to the person in charge of bunker barge to shut down the bunker hose.
2). 发溢油警报并用“0”号电话通知全船进行清洁；
2). Ask for help by vessel’s telephone “0” dial to clean up discharged bunker.
3). 若油入海应立即报告官方有关机构和船舶代理
3). Report to the relative Authority directly or by way of vessel’s agent in case of discharging oil into the
water.
