STANDING ORDERS FOR ENGINE WATCH OFFICERS



Before taking over engine watchstanding duties, the Engine Watch Officer shall read and sign the Chief Engineer’s Standing and Night Order Book. This book is used by the Chief Engineer to record orders to be followed by engine room watchstanders. It is kept in the Engine Control Room. The Chief Engineer shall ensure that all Engine Watch Officers have been fully instructed in the following safety precautions and actions.

HEALTH, SAFETY AND POLLUTION PREVENTION
All engineers shall be instructed in the operation of all systems critical to the preservation of life, health and pollution prevention.

WATERTIGHT INTEGRITY AND FIRE ZONES
All watertight openings and fire zone doors shall be kept closed at sea. Sounding pipes shall be kept closed. Doors between the engine room and the steering flat shall be kept closed. Such doors shall not be fitted with hooks or other permanent or temporary devices capable of holding them open.

FIREFIGHTING TRAINING AND READINESS
All engine room personnel should know the location, purpose and use of all firefighting equipment including local and remote operation of all quick-closing valves, remote stops, fire dampers, extinguishing systems, ventilator fire flaps and skylights. Designated persons shall be trained in the efficient use of the Fireman Outfit and the Self-contained Breathing Apparatus.

The engine watch must be vigilant. Early fire detection is the key to successful fire fighting. Always activate the fire alarm before attempting to extinguish any fire. Good housekeeping is the key to fire prevention. Keep all engine spaces clean.
IN THE EVENT OF A FIRE
○ Activate the fire alarm.
○ Identify the cause and location of the fire.
○ Shut down fuel and power to the area of the fire.
○ Muster the emergency squad.
○ Take measures to restrict and extinguish the fire.

FAMILIARITY WITH EQUIPMENT
All Engineers should be fully competent in:

EMERGENCY EQUIPMENT
□ The location and operation of all fire pumps (including the emergency fire pump).
□ The location and operation of the emergency generator (where fitted).
□ Identifying and responding to fire in the scavenge-air trunk and economizer.
□ Utilizing emergency escapes.

BOILER
□ The correct procedure and frequency for blowing-down, and for testing boiler water level gauge glasses.
□ The procedures used to clear excess oil from the bottom of the boiler furnace when restarting the boiler in the event the fuel burner unit malfunctions.
□ Boiler resetting procedures and manual boiler operation.
□ Action to be taken on loss of water level. Damage to the boiler would be serious at port or anchorage where the boiler burner is fired. DO NOT REFILL UNTIL IT COOLS DOWN.

SEA CHEST VALVES
□ The location and operation of the ship’s sea chest valves in the event of sudden engine room flooding.
□ Operation of the bilge pumps and eductors as an emergency de-watering system in case of engine room flooding.

MAIN ENGINE OPERATION
□ Operation of the main engine from the local control station and the engine control room.
□ Main Engine Shutdown procedures.

STEERING GEAR
□ Changeover procedure and emergency operation of the steering gear.

OILY WATER SEPARATOR
□ The operation of the oily water separator.

LOCKOUT, TAGOUT AND THE PERMIT-TO-WORK SYSTEM
○ Understanding the lockout, tagout and permit to work system.

HEALTH, SAFETY AND ENVIRONMENTAL PROTECTION
All engine department staff shall be fully aware of the Company's health, safety and environmental policy and safety regulations.


OPERATION OF THE QSM SYSTEM
All Engineers are to read, understand and comply with the Company Policies and Procedures and shall conduct their work in accordance with the requirements of the QSM System. A copy of the Safe Working Practices Manual (SWP) is to be kept in the engine control room for ready reference.

RELIEVING THE WATCH
○ Carefully read and sign the night orders.
○ Note the condition and status of engine room equipment.
○ Note the watch condition.
○ Note any ongoing maintenance.
○ Understand the navigational situation of the vessel and any expected changes.
○ Relieve the watch only when you have a full understanding of all engine operations.

CALL THE CHIEF ENGINEER IMMEDIATELY
○ When any unexpected conditions are met.
○ Whenever there is a serious mechanical difficulty.
○ When in doubt.
○ When conditions change requiring a change in Engine Room Manning.
