What is C/E’s responsibility?

1.Familiarization with company policy;

2.SMS and execution;

3.Assist the Master;

4.Over all in charge of all machinery and equipment in engine room including deck machinery;

5.Control and arrange supply bunker and lubricant;

6.Control and implement safety, pollution prevention related to engine department;

7.In charge of garbage control in engine room;                                                                                                                                                                                                                                                            

8.Training of next level of next level of engineer and ratings;

9.Update planned maintenance system; Reporting to Master on technical affecting or could affect safe operation of vessel;

10.Ensure regular maintenance of all machinery and equipment;

11.Recording related all above items.


How many safe margin is necessary when bunking?

Normal 5days or According to SMS.


What is a “Bunkering Plan”?

1.A bunkering plan is made according to the owner and/or charter’s order, the passage (voyage) plan, and capacity of the tanks, oil ROB, and so on.

2.A bunkering plan is made by the Chief Engineer and approved by the Master and the company.

3.Generally, the volume of the bunkered oil shouldn’t exceed 85% of tank capacity.


What will you do if the oil quantity supplied by the oil company is less than the agreed amount after bunkering?

1.Receipts should not be signed, regardless of any delay, until quantities are confirmed by all parties concerned.

2.Any dispute over the quantity or adverse specifications of bunkers taken shall be noted on the fuel receipt and the company should be advised accordingly.

Before bunkering, the fuel specifications are usually provided by the fuel supplier, do you remember the details of these fuel specifications?

1.The details of the fuel specifications include density, viscosity —maximum as applicable to the vessel, temperature as delivered, water content, sulfur content, flash point and so on. 

2.All these specifications are very important.

3.All these specifications are identified at the front cover of BDNBUNKER DELIVERY NOTE) or MSDSMaterial safety data sheet) which suppiled by bunker supplier.



Describe the procedure for starting emergency generator.

1.Check the lube oil level in the crankcase and fuel oil level in the tank all in normal level;

2.Check to see if there is any leakage;

3.Check the air pressure if the generator is the air-started model; or check the battery voltage to see whether it is normal if the generator is of the battery start model;

4.Also make sure there aren’t any obstacles around the machine;

5.Put the test switch in “Manual” position, and manually start it after making sure that above-mentioned items in order;

6.If you use “Auto test” model, or “Black out” model to test the emergency generator, you must inform bridge duty officer and Chief Engineer. And you cannot carry it until you get the permit from both of them. Otherwise, you must wait;

7.“Auto test” must be carried out once every month. “Blackout” test must be carried out once every 3 months.

注意:在这里我们要知道什么是BLACK OUT及如何测试,另外应急发电机油箱里的油按照SLOAS要求应最少能够工作18小时,当机舱发生BLACK OUT时,应急发电机应该在45秒内自动启动。

What device is connected in the emergency switch board?

Emergency fire pumpemergency air compressor (if the main air compressor is used as an emergency air compressor to supply power to a main air compressor)emergency steering gear; pre-lubrication pump for generatorsnavigation equipmentemergency lights on the bridge, etc. .

注意:正常情况下应急配电板是由主配电板汇流排通过联络开关供电的,当联络开关断开时,45秒内应急发电机能够自动启动。

Why are quick closing valves so important to in engine room? How are they operated?

1.These are pneumatically (气动的) actuated valves, hydraulic valves and hand actuated valves.

2.They are used for the purpose of shutting and closing the valve down in remote position in case of fire or other emergency.

3.In case of fire, a remote operated valve is actuated to supply control air leading to each valve. These valves are equipped with cylinders with rods which provide a means of valve locking, and control air supplied will activate the cylinder disengaging the locking mechanism and shutting the valve.

注意:速闭阀是PSC经常检查的项目,应当将操作程序张贴在速闭阀周围的墙壁上。在美国时,USCG会经常检查船舶速闭阀是否被其他的东西垫起。


What flag should you hoist during bunkering?

The B flag should be hoisted in the daytime and red lights at port sides should be turned on at night.

How do you inspect and test the emergency equipment?

1.It is necessary to follow the SMS manual when inspection and testing.

2.Usually, carry out the inspection and testing on weekly basis.

3.test them by starting that equipment or check the relevant meters and identify whether they are working normally to meet the requirement of emergency situations.



What are you responsible for bunkering, how to manage?

1.Before bunkering:

i.Make bunkering plan, no more than 85%, no mixed

ii.Appoint duties for each member,

iii.prepare spillage materials for emergency,

iv.Checking all correlative valve in correct position

2.During Bunkering:

i.At beginning, running slowly,

ii.After checking, if that is all in good order, increase speed to normal

iii.Keep eye on everywhere, take sounding periodically and more carefully

3.After Bunkering:

i.calculate the final figure, including the influence of temperature and trim, compare with the figure from barge

ii.Recover the correlative valves to normal condition

iii.Report to Capt. The final figure



What should you pay attention to when bunkering or transferring fuel oil?

1.The depth sounding: make sure that the sounding pipe depth is in accordance with the stipulation in the direction book;

2.The total height of the oil tank:

3.The oil capacity of the each tank and the percentage for bunked oil in the whole tank.

4.The bunkering piping plan (pipe arrangement drawing, 管路图), not only because of the correct operation, but also this will be checked in some ports before bunkering;

5.Condition of the pipe system heating to see whether it works well;

6.Dead (un-sucked) oil quantity shall be known. This is very important to know the exact volume in the tank that can be used or that has been bunkered.



What should you pay special attention to when heating the fuel oil?

1.pay attention to the temperature to make sure that the fuel oil is not too hot to damage the cargo in the holds, especially when loading grain, paper, wood flammable cargo, etc.

2.On board modern ships, the fuel oil shift pump system has replaced the steam heating pipe system in oil tanks. This system can prevent the fuel oil from being overheated to damage the cargo.


Would you tell us the procedure of bunkering?

1.make a bunkering plan firstly according to the ship owner’s instructions and then report the plan to the Master for approval.

2.hold the bunkering meeting for specifying the responsibilities of crew during the procedure.

3.prepare the following equipmentlike plugs, extinguishers, drum, alarms, communication means, fuel oil system graphics (drawing) .

4.order the Third Engineer to measure the oil volume in the supplier’s tanks and record the flow meter figures.

5.Bunkering starts after all is ready.

6.order the duty engineer to take sounding all the time, especially at the beginning and at the end of bunkering each tank. 

7.The duty engineers should pay attention to the oil pressure, the temperature and the oil sample to be taken and used as evidence in the future.

8.In addition, the engineer in charge should note that two bottles of sample oil needs to be taken that will be stored in the vessel for one years to meet MARPOL VI requirement (The sample will still be preserved onboard unless the BUNKER is fully consumption.

9.At last, I should not sign the receipts, regardless of any delay, until quantities of the bunkered oil are confirmed. I should also note down any dispute over the quantity or adverse specifications of bunkers taken on the receipt and advise the company.


How is the oil sample taken during bunkering?

1.The cock of the special connector of the oil pipe is opened.

2.The fuel oil is drained to the oil sample bottle during the bunkering time.

3.The bottles are sealed and representative of the supplier and Chief Engineer are requested to sign their names after bunkering.

4.Never accept any oil sample taken in advance or taken without the confirmation by the C/E.
