关于发布国际航行船舶配备《连续概要记录》补充规定的通知

各直属海事局，各省（自治区、直辖市）地方海事局，新疆生产建设兵团海事局：

为进一步规范国际航行船舶配备《连续概要记录》的管理工作，有效履行相关国际公约修正案的要求，现对原《国际航行船舶配备＜连续概要记录＞规定》（海船舶〔2004〕245号）以下简称“原《规定》”予以修订，并就《连续概要记录》申请签发、补发等工作补充规定如下：

第XI-1章

加强海上安全特别措施

第2条-加强检验

8 以参考“第II-1/2.22条”取代参考“第II-1/2.12条”。

9 将以下新的第3-1条添加至现有的第3条后：

“第3-1条

公司和登记船东识别号

1 本条适用于第I章所适用的船舶的公司和登记船东。

2 就本条而言，登记船东应由主管机关确定，公司系如第IX/1条所定义。

3 每一公司和登记船东都应被提供符合本组织所通过的《IMO公司和登记船东唯一识别号机制》[1]的识别号。

4 公司识别号应被载入根据第IX/4条和ISPS规则第A/19.2段或A/19.4段所颁发的证书及其经核准的副本中。

5 本条应于2009年1月1日或其后颁发或更新第4段中所述证书时产生效力。”

第5条-连续概要记录

10 将以下文本添加至第3段第一句“信息”一词后：

“（2009年1月1日或其后颁发的《连续概要记录》应包含第3.7和3.10段中的信息）”；

将插入如下新的.7和.10分段：

“.7 登记船东识别号；”及

“.10 公司识别号；”。

11 第3段中现有的第.7和.8分段序号调整为.8和.9分段，现有的.9至.13分段调整为.11至.15分段。
