all mainland carriers operating on the China-Japan trade to hand in
reports outlining their freight rate charges on the route. In an
announcement posted on its website, the ministry gave the carriers until
Sunday to submit their minimum and maximum charges on the trade, and
ordered them to provide a list of surcharges imposed on exporters. No
specific shipping lines were named, but both Cosco and China Shipping,
the mainland's two largest carriers, are both active on the Sino-Japan
trade. The investigation is focusing on zero freight rates and secret
cash rebates that are apparently being offered by carriers on the route
between
the "market upsetting" strategy would face restrictions on some routes,
or even be barred from providing international services. The ministry
said the practice of offering services at lower than reasonable prices
would no longer be tolerated and it vowed to "solemnly investigate and
punish those involved in malpractice". A
